Swarm (Swarm HQ LLC) sends employment account notifications — commission-report and payroll-deadline alerts — to numbers collected inside the signed-in Swarm app: by the person themselves, or by their company recording the number on that employee's own profile for payroll notifications. Texting is optional and never required to use the Service or to make any purchase. Every enrollment immediately triggers a confirmation text stating the program and how to stop, replying STOP ends messages permanently until that phone texts START, and no number is ever imported, purchased, rented, or shared.
Swarm is the controller of the mobile number and the consent attached to it. These are the exact enrollment surfaces, reproduced:

Texts are optional and separate from your Swarm account — nobody has to opt in to use the service. Opting in signs that number up for automated SMS alerts (report-ready and payday reminders; frequency follows your pay schedule, typically 2–6 msgs/month). Msg & data rates may apply. Nothing is sent until the person types their own number and presses “Text me”.
While a person first sets up their own login, they type their own mobile number into their account details, beside this note and its Privacy and Program links. The number is enrolled exactly as in section 3 — the confirmation text arrives immediately, and replying STOP ends the messages while the account and their pay work exactly the same:

Payday texts (report ready, submission reminders) go to this number, starting with a confirmation text. Text STOP any time to stop them — your pay and your account work exactly the same.
When a company administrator records an employee's mobile number on that employee's own profile, the number is enrolled for that employee's payroll notifications — the same way an email address on the profile receives their reports. The number immediately receives the confirmation text below, stating the program and how to stop; replying STOP ends messages permanently until that phone texts START, and a number that opted out is never re-enrolled this way. This is the confirmation, verbatim:
Swarm: You're subscribed to [Company] commission alerts. Msg & data rates may apply. Reply STOP to opt out, HELP for help.
Those are the only ways a number is enrolled — a person's own act inside their signed-in account, the setup checkbox beside the number they are entering, or their company recording their number for their own payroll notifications — always with the immediate confirmation and a one-word way out. No number is ever enrolled by import, upload, or purchase, and there is no opt-in on any public web form. The headings, labels, messages, and disclosure on this page are rendered from the same source files the app renders, so this page cannot drift from the product.
